Wisner: Solution for Kosovo Province Unlikely This Year
U.S. envoy in the mediation Troika at the Kosovo negotiations Frank Wisner said on Thursday it was unlikely that the status of the Serbian province would be resolved this year.
Quite simply, there is no time for that, Wisner told the Voice of America program in the Albanian language, explaining that the timetable of events linked to Kosovo was overcharged for a definite solution to be reached this year.
The U.S. envoy explained that the three representatives would submit to UN Secretary General Ban Ki-moon a report on the negotiations of Belgrade and Pristina by December 10.
After the report of the Troika, Wisner expects that the UN secretary general will discuss Kosovo with Contact Group member states, and did not exclude later discussions in the UN Security Council.

BTW, I just came across an article (http://www.worldpoliticsreview.com/article.aspx?id=1208) highlighting the problem the frogs have been having recently in the Basque region bordering southern France (Euska Herria) and northern Spain. We know that Spain is not keen at all on Kosovo 'independence', yet France is. I guess then that the Basques of southern France should be afforded their independence too... I can see the frogs complaining that the situations are not the same. How does one say 'a can of worms' in french? Oh yes, 'Ouvrir une cannette qui se révèle être pleine de vers'. As for war crimes, the french have been having difficulty with that little war of independence in Algeria... though there is a new french film about it that apparently doesn't gloss over the horrors.

There is something fishy in Wishner's statement. I sense a covert plan prepared to erupt just as the observers are lulled into believing that everything is at a standstill due to another drawn-out impasse. The strategy is surprise designed to knock the wind out of the opposition to the Kosovo independence sails. On the other side of the divide the victorious USA is envisaged waving the Kosovo independence certificate. Or will it? Another possibility is that the secret plan backfires and instead of the independence certificate US will have a smoking gun in its hand and the bullet wedged in its own foot. Time will tell!
